Later start time would "improve student learning"

Dear Parents/Guardians:

Parents in this community have expressed an interest in moving our start time to a later one for at least the last ten years.  DA Moodie has the earliest start time in the Ottawa-Carleton District School Board at 7:50 am.  Parents have continued in my three years here, to ask for me to investigate a later start time.

Start times for schools are governed by bus times.  The Ottawa Student Transportation Authority (OSTA) who is the organization in charge of bus schedules have indicated that we may be able to have a start of 9:30 am and a finish of 4 pm for September 2010.

The benchmark that I have used for this decision is "will a later start time improve student learning and/or student safety?"  It is actually the benchmark that I use for all decision making in school. 

You may recall that I sent all grade 6 and 7 parents a SynreVoice message inviting them to a School Council meeting on October 14 to give me feedback on this later start time.  Those who could not attend were invited to give me feedback in writing by the end of the month.  Members of staff were consulted in our October staff meeting, Grade 6 and 7 students were surveyed by Student Council representatives and grade 5 parents of all three feeders schools were invited to give me feedback in making this decision.  Parents and staff were given pertinent medical research in regards to teenagers and sleep, safety data from the Ottawa Police Services and academic research on the effects of later bell times (see below).

After the consultation process was complete, it was noted that 85% of staff were in favour of a later start time as well as 71% of grade 6 and 7 DA Moodie parents, 30% of grade 6 and 7 students and 100% of grade 5 parents.  Those who opposed the change cited issues with competitive sport schedules, a need for Moodie students to provide daycare to younger children, worries about children not getting out of bed to catch the bus if parents are at work, and less time to play after school.  While I recognize that there is no start time that will satisfy all in our community, it seemed clear to me that student learning and student safety would likely be improved with a later start time.

I must tell you that I did not make this decision lightly.  I am very sorry if this change impacts you and your family in a negative way.  I have asked OSTA to attempt to program us as a 9:30 start school for next year.  I will update you on the progress of this time tabling.
